I think that one follows the other in the order that you asked.

I believe that GANDHI said " Be the change that you would see in the world" or something very close to that.

or Do unto others as you would have done unto you ..

or what goes around comes around....

The key word is control. If you are unable to control your own actions then you are very unlikely to be able to control someone else's. Notice I didn't say "influence". A person that is totally out of control can absolutely influence the actions or behavior of others, but it is not control.

Your own. You can have your own opinions as to how someone else should behave but in the end it's everyone's choice as to how they behave.
