try to you IrfanView - it is free
http://www.irfanview.com
and transform a picture with.jpg or .gif to an .ico file
File>save as>ico
For a gif pictures animated pictures try to find a gif animator

Some "icons" are flash animation
this Flash is not free and it is a little morecomplicated:)

msnicon.com...u can crete wateva u wan.....itz free n very simple to operate.... ..trust me!
