Well, since this under the Mexico category, if the Mexican restaurant was in Mexico, I don't think the owners would find too many Americans down there to work for them. But maybe it was the American's day off or he was out back having a smoke break.
Edited to add: Also, how do you know they weren't Americans of Mexican heritage?

Uhh... because it's a mexican restaurant and thus mexicans would be best at making mexican food, and maybe they want to keep the culture consistent so they hire mexican waiters and the customers happen to be American because there are a LOT of americans who like mexican food? O.o
