San Antonio: A young man was approaching mostly women at a restaurant I frequent and asking for a handout. He would get very close to them, right in their face, give them his sob story, anf of course they would immediately hand over some cash for the sake of getting rid if him. Is this illegal?

Harrassment is illegal. For the specifics on panhandling laws you need to check your city laws about it. This varies from town to town (which is why panhandlers gather in certain areas and not others).

In my city, Augusta, GA, aggressive panhandling (i.e. physically accosting someone for money) is illegal.
