I am an overwieght, smoker who lives on welfare. I haven't had a real job in ever. All I do is sit on the front stoop and watch cars all day. My kids are dorty and grimy. And, I have no education. What do you suggest??

You can't sit around and watch cars all day.
You have to really think about your kids man.. so if I were in a situation just like you.. I would call some family relatives on a cell phone.. get references.. Walk up and get an application from Wal-Mart.. fill out.
It may take a few or weeks for them to call.. and if you know a friend or family, just ask them if it's ok to stay over until you get employed.
Keep calling! Keep calling.. when you don't hear from them.. let them know that you're interested in the job, and what positions are open.
And brush up on Job interview skills.. that's important for getting a job; whatever you do, just stay confident.. don't ever doubt yourself.
Last.. do it for your kids, don't give up hope man.. I have faith in you.

Get a job
help your kids and be there for them
