WHAT IS WRONG HERE: (please tell me...!!!)?

Is it RIGHT for China to MASS MURDER dogs?
Just recently, China has ordered the 2nd mass slaughter of dogs in the country, claiming to curb rabies outbreak. Is this inhumane?
