I have a spare laptop, windows 98. In the past year, the performance has declined terribly. If I look at System Monitor, it is almost always running close to 100%. Virus scan has not found anything, and I have run spybot and ad-aware, and they have not helped. Without a tool like XP's task manager, how can I find out what is taking up all the CPU?

A task manager similar to XP is available on the internet. I assume you're looking for freeware. You can try this one:

Now depends what programs are you running on the laptop, what antivirus u're using.. For example updating the av monthly will normally decrease the computer performance, and if it's requiring more resources then this could be one of the causes... I'm just assuming now!
Other causes can be: fragmented partitions, too many files posted in the startup section, working with software that requires additional resources...

You could try erasing the drive and reinstalling Win98.You need the manufacturer's driver CD.Ask someone at your computer store.
