ZIP code refers to addresses only in the US and it's territories or other places where it is essentially the main government.

But Iran might have a similar system, I'd say check with the Iranian embassies in your area. You may also be able to send mail to a location in Iran via the embassy.

Like any other countries and cities, Iran/ Tehran has its zip code specific for each area. And if they distribute letters without a zip code, is that they have a detailed map in their office and staff with a big experiences that make it easy for them to work in that giant city.

You're going to think that I'm pestering you, but I was trying to find what you need, and apparently the city of tehran has several postal codes.
They have a website for their postal system at
http://www.post.ir/HomePage.aspx?TabID=1&Site=PostPortal&Lang=en-US&init
but no real info there on zip codes.
By the way, they do use postal codes, which is the same as zip codes.

I don't know if they use zip codes. I often send letter to a friend in Tehran and I just write her address without the zipcode and she gets my letter.
