I am using the PHPMailer class to send mail.

Because Hotmail is filtering the email domain you are sending from. This could be from a number of causes; you can probably contact MSN to see what the problem may be.

Because Hotmail has really weird spam filters. I've had emails from people in my contacts that has wound up in my junk mail folder, and yet emails from horny housewives, offering me Viagara and wanting to have sex with me come through all the time.

Their filter isn't 100%. Change your filter setting or change the spam filter so that the domain or the email address is recognized as a legitimate email address.
The sure way of identifying a legitimate email address so the spam filter won't mess with it is to add it to your address book. Spam filters do not filter out addresses in your address book.
