The word is Haffenrichter, Im pretty sure its german, i found out Richter means Judge in german but haffen isnt translating
does anyone know german that can help me out? thanks

Possibly you mean 'Hafenrichter' which would mean Harbour Judge, probably what we'd call a Harbour Master. Alternatively you could mean Haftenrichter which means the Judge responsible.

It doesn't mean anything.

It is just the name of a person.
