It depends on if there is other people using it...
If all the pumps are getting used it will slow a pump down...
But 9 times out of10 it is because of the pump running low on gas or is almost out of gas...
I worked at a gas station.... I know...

It depends on how many pumps are in use at the same time at the gas station. The more people that pump gas at the same time, the slower the pumps will be individually, because the main pump (the one that sends the gas to the delivery pumps at each island) can only pump a certain quantity per second.

Most pumps are set to reduce the flow of gas at a certain backpressure to reduce the impact of gasoline spills. This backpressure (from air trying to escape a full tank) causes the pump to slow down, so as not to cover the customer with gas, and reduce fire risks, not to mention environmental concerns. It could also be that the handle was not fully depressed or the pump fuel supply was low.

What these guys said is true but also remember gas pumps work on electicity so if it's night and the station's lit up that maybe taking current away from the pump; depending on the set up!

I think that it pumps slowly when the underground tank is almost completely out of gas (no pressure).

Just a guess but I would think it gets slower as the tank gets lower.
