Generally people mean Northern Europeans. Latinos are 'white' as their ancestors came from Europe. But, it's just a convention of speech in English to use it for the Northern Europeans [Celtic and Teutonic].

white is a steriotypical nomenclature for anyone who's facial appearance or skin color does not look hispanic, african american or spanish and has some amount of pigment in their skin
