I don't think this is an analogy. It seems to be some sort of proverb or idiom, but I've never heard it before. If I could reword it slightly, I would say, "It is easier to point a finger than to offer a helping hand." Having said that, I would hope that we would offer a helping hand.

None of those choices would work grammatically! However, reworded, "It is better to point the finger, than to offer a helping hand" would include the finger/hand analogy and add some sense to the saying.
