Depends if you mean book smart of common sense smart. Common sense smart I would say 1 out of 10 people. Common sense is not as common as it should be or jails would not be overcrowded. No pun intended.

From a statistical point of view (think the bell curve), because "smart" and "idiot" are both deviations from the average (the mean), and because intelligence is an artificially defined construct, for every 1 smart person there is 1 idiot. There is a total of about 68% of normal people and the rest are either very smart or very dumb, in equal proportion.

It depends on who you define as a "smart person". In my opinion, everyone is an idiot and does/says idiotic things (including me).
