For the privacy rules nobody can put a cctv on you or your property without permission. In case of surveillance cameras, they can only record their own property or entrance or whatever. They can't even record the public street.
So, yes, you have the right to complain about it.

See if NJ recognizes the tort of intrusion which is the invasion of the seclusion of a person who has a legitimate expectation of privacy.

No, as long as they aren't on your property, and they have permission by an insurance company or something then there is nothing you can do about it, sorry to say.
