I grew up in DC. It has lots of problems. Here are some reasons the taxes are so high.
-- I'm sorry to say, but the District has such a high percentage of people who are under the poverty line. They can't pay much taxes, but require money for things like schools, and welfare. That makes the people who do earn money have to pay a higher share to cover the others.
-- There's no state around to shoulder the burden, so civic taxes have to pay for things usually paid for by the state, like prisons and courts.
-- The unbelivable graft & idoicy of the people running the government. They can't even shovel snow off the streets, or fix pot holes. There has been a system of graft, crime, and cronism for as long as anyone can remember. Are you old enough to remember when "The ***** set [Barry] up?" He got re-elected after smoking crack with a whore! Welcome to DC!

You live in a tourist town, the taxes and fees are going to be extreme, I know I live in one. The fact that you cannot make any decision without going through congress is just crazy. I think DC should be a state or something at least given some rights, and then DC can tax the government for use of their land.

Because your local government sets the local tax rate, and the people in your area keep voting for local government officials who set a high local tax rate.
