Just to throw in my two-cents worth. A dog wagging its tail may not be a conscious activity. I would tend to believe that it's a response controlled at the spinal level - something the dog doesn't have conscious controll over. It's just responding to external stimuli (whatever they may be). And when something comes along that scares it, the dog won't think that it has got to raise the hair on its back - it's just an involuntary response. That's what I think tail-wagging is.

Hi. I think dogs signal emotion by posture and tail position. For instance, a dog will pull his tail down to show fear and sometimes aggression. Wagging the tail signals other dogs that there is no fear of aggression at the moment. (Wolves also wag.)
