Can I wear my vintage black beaded flapper dress during the day time over black pants, or should I wait til night time?

Wait until night. Beaded anything is better at night. Wearing it during the day with the sun bouncing off of you, you'll start to look like a disco ball or something.
If you feel comfortable enough with yourself, and are happy the way you look, then don't worry about what everybody else thinks. Remember that it takes confidence to wear something out of the ordinary, you have to be prepared for the comments of others. If you are, then go for and stand out!

You may be able to get away with wearing it over pants during the daytime.If it's heavily beaded,it's usually evening apparel,but I have noticed some women wearing evening wear dressed down as you are thinking,during the day.

You do not give the AGE of said puppy. Puppies at the normal take-home age of 8-12 weeks are NOT marking. (They are not SEXUALLY mature enough to do such a thing, until they start lifting their legs, if still intact @ 6+ months of age.) Puppy may be confused (if you are using any pee pads) or it it isn't heard, when it needs to go out, may have difficulty getting OFF the bed, or if it cannot find the door to go out. Or Puppy may be ILL and have a urinary tract infection. Take a urine sample and/or the puppy, into the vet for help in diagnosing the issue. Puppy is NOT housebroken in only 2 weeks therefore, puppy needs to remain in a gated single room with moppable floor or crated, when you cannot watch it. Remove dog? bed that has been urinated on & wash with Nature's Miracle (to get rid of the proteins w/ enzymatic cleaner) or simply get RID of it. Any stimulating (remaining scent PAD) from urine, will encourage pup to continue to have accidents on it.

With today's fashion you can pretty much pull off anything. Personally I would wait til night time because the reflection off the shiny beads from the sun would blind people.

it depends on where you're going...but the dress sounds more party-like/fancy than normal work wear so i wouldn't recommend wearing it to work...but if you're going to a daytime party then sure! otherwise, wait till nighttime =)
