i think the toughest, but the most beautiful in a sense, is the assembly language ... machine code. yes, with VC++ you can do almost everything, keep learning it, you'll get plenty opportunities to use your skills.

i can answer the second question, if you really mean theoretically. In short the answer is yes. In theory there is model computer called turing machine. With this, very simple, computer you can calculate anything which is computable (not necesarily fast :-)).
When you can use a programing language to write a turing machine, you have proven that you can solve any computable problem with this language, the language is called turing equivalent then. This is the case with any of the programming languages in use, of course with C too.
That does not not mean any turing equvivalent languange is equally convenient for any job, of course
