It's a tough one, my advice is start some sketches and pick the realistic ones and sell them to manufacturers (nike, adidas). Be prepared for your presentation. If you hit it right, you'll get a good deal!

Well your first step is to start researching.
Decide what materials your shoes will use and then visit your local library to get a copy of your states manufactures directory, this will give you the addresses and contacts of every supplier of materials that are local to you. You can contact them and find out prices and whether they do small orders or only huge. You will need to know exactly how much of each material you will need for each shoe so you can calculate costs.
You will need a loan, so put together a viable business plan, hopefully you have collateral you can use.
To start out why no try to make flip flops, they are easy to make and only require 2-3 pieces in the most basic design, you have to remember every piece is an added cost. You can also make them from inexpensive materials and sell them cheap, a good plan when your trying to break into the business.
Once you've settled on a design get some prototypes made up by different companies and compare them. Once you've chosen a supplier you will need to burn some gas, travel to different business all over your area and ask if they would like to sell your product at their stores.
And don't get discouraged, you will be turned down many times, as long as your motivated and persistent you will see results.
