There are the rules of war in the Geneva convention - nobody plays by the rules. But at least the US tries to ensure that its forces do comply and will court marshal anyone for violating them. Just remember the prosecutions that have happened because of conduct in Iraq.

what does "fair rules" mean? if you mean we win, you lose, yes. that's all that really matters
