Unplug it, tape the wires back together (individually), then tape around the whole thing again and your back in business.

Get an electician. If it is just an extension cord, replace it. Tape will not work, you may cross the wires.

are the wires to where you see the copper?If so turn off the power and you'll have to replace the wire.If thats the case you can buy 12-3 heavy duty extension cord and use that to repair use wire nuts to connect splice white to white ,black to black,green to green...tape the heck out of it...
