Beauticontrol (something like Avon or MaryKaye) has some good liners that are soft and easy to use.
I like the Eye Defining Pencils because they are soft and easy to apply. I love the Smoke #CL-6464 and the Espresso All-6467 the best.
These pencils aren't too dark so as to make an unsteady application real noticeable. You can also go back and smudge a bit with your finger, shadow applicator, or q-tip for a smokey softer look.
If you want something a little darker, then try the Color Freeze Eye Liner in the same colors (#Cl 7346 smoke, #All-7348) or Midnight CL-7347. You can smudge these too, but the look is darker and more noticeable. It's still easy to apply. This is silicone pencil and it twists up.
With any kind of liner try lining the eye by lining in the lash. As close to in the lash as possible. That gives you a good guide to follow.
If you have large eyes then line the entire top and bottom lid to close it up a little. Line thicker on the outside corners and go to a thin almost non-existent line to the inside corners.
You can leave out the lower lid for a real sexy retro 60's look by just lining the top lid farely heavily.
If you have small eyes, then just line the upper lid very finely and just the outside corner of the lower lid or just the outside corner of both lids. Apply dark mascara to open the eyes up. Don't rely on the liner. It will close up the eye. If you still want some definition the you can use shadow for the same purpose. Line the lower lid with the darker version of your shadow right up in the lash very thinly. and just a little of that same dark shadow along the lash on the upper lid. Blend the upper lid with more of the lighter/highlighting shadow. This keeps the eye open. Finish with a dark mascara that really lengthens the lashes as much as possible. That opens the eye up as well.
I love CoverGirl LashExact mascara for that very purpose.

Do you have dark eyelashes? If not, I'd say don't really worry about lining the bottom of your eye if you wear mascara, the mascara should do the trick. I have very light eyelashes so I usually only line the top. The best liquid liner I have found is from Clinique, although Almay and Cover Girl also have very good ones. Since you said you don't have a steady hand, pencil is probably better than liquid. If you get one of those self sharpening pencils that you just twist up, that works best!

I have tried various techniques, and have found that it's the applicator that makes all the difference not the application. I found a cover girl liquid eyeliner with a soft tip that is NOT a brush. The brushes give you too thick a line, or break into multiple messy lines. The pencils just come apart and smudge, but that's what I do for my bottom lashes, cause I don't want to look like Catherine Zeta Jones.

So since you don't have a steady hand, you should definately get a softer pencil eyeliner. It is a nice natural look and it doesn't look fake and harsh like liquid liner. To apply....
Draw a line right into the lashline on the tip lid. You don't have to draw a straight line, but just fill in between the lashes.(this creates a thicker lash line and it really brings out your eyes without having a harsh line.)
Skip the bottom lid. It only makes your eyes look droopy if you aren't really good at it.
OR
Get a powder liner and an angle brush. Dip the angle brush in water and then in the powder. Smudge into lashline. It is a very sexy/smokey look. It is very cool! =)

I took make up classes (not because I am weird, because I am into Theatre and dancing), and the way they taught us, was to use a liquid or go to http://shop.avon.com/avonshop/default.asp and check out their GLIMMERSTICKS, because those are definitely create a better look, and are most easiest for an unsteady hand. What you want to do is go from the inside of your eye to the outside on the top first. Then you do the same thing on the bottom. When you are doing this make sure you stay close to the eye. With practice you will be able to do both eyes probably in a minute. Give this a try.

Well, since you do not have a very steady hand I would go for the pencil {Cost is cheaper with pencil}. The liquid is for people who are very steady and have experience with make-up.
I would just go under the bottom eye lashes. Not on the eye-lid it will look terrible if you don't have very much experience.

I have a problem with makeup staying on my face. I have super oily skin and my eyes are smaller so mascara and eyeliner usually smudge. But, I use waterproof, smudge proof eyeliner by either Loreal or Revlon (I'm not sure, I'm at work) called "Unstopable". It is in a small thin tube in a package and does not need sharpening and is not a liquid. What's nice is that it "co-operates". It is smudge and waterproof but it will "move" or "smudge" if you want to create a softer smokey effect and, it works well for a dramatic effect as well. And it lasts for quite a while. It comes in a pretty good assortment of colors and I think it costs about $6 but, that depends on where you live. I use the color "pewter" because it is not totally black and has a metallic to it and goes with anything you wear. If you are unsteady (like me) sit in front of a mirror on a stool and rest your elbow on your knee. As far as designs go, I've never tried it but, I think this eyeliner is soft enough that you could do just about anything with it.

I don't have a steady hand either and I use liquid. What I did at first is I bought really light eye liner to match as closly to my eyeshadow as possible. I would tried to get use to it and if I screwed up it wasn't noticable. After about 2 months I went darker. I only use the tip and not the whole brush. I like my eyeliner thin. Also I used a darker color on top and a lighter color on the bottom to bring out my eyes. That is the top one most compliment I get is that my eyes are unbelievable beatiful

Pencil is much better, especially because you do not have a steady hand. Try Mac's waterproof pencils and depending on the shape of your eye, you may not even need to do top and bottom at the same time. Here is my suggestion: Go to MAC and have one of the sales reps. show you how it is done and what looks better on you. I am sorry that I could not be more specific, but it is hard to describe what to do when I do not see you.

If you wear liquid eyeliner will be much thicker than pencil for a very bold look. So you should only use it on your upper lid because its very difficult to apply. I used to practice drawing straight lines on my wrist. Also, to make sure you dont mess it up, draw a faint line on your eye lid with the pencil, then go over it again with the liquid liner.
If you want to go all around your eye then definitely use a pencil. some come with erasers on the end. you can also fix any mess ups with concealer. just make sure to blend it right against your lash line. there's nothing sexy about a thick line going all the way around your eye. eyeliner is supposed to make your eyes POP
