Its natural to be afraid, or cautious of the unknown. We certainly may not have been as plentiful a species if we didn't have this natural fear. It probably starts from an early age when we, as children, begin to explore and get hurt, burned, stung, cut, bruised etc etc. as we explore the unknown. In the case of a child this could be a climbing over the crib bars and falling to the ground. Thus we learn early to be cautious with what we don't have experience and knowledge of because we may get hurt, or we may not get the results we desired.
Does it (fear) stifle creativity? Yes, it may. The dark ages are a good example of this. I would imagine that a preternatural fear of the unknown would stifle creativity and even may be the cause of many neurotic and even psychotic episodes: shut ins come to mind as a possible result of a preternatural fear of the unknown. But, I think fear of the unknown can also give us a healthy cautious attitude.

Only some people are truly afraid of the unknown and won't leave their comfort zone for anything. Most people will venture away from what their comfort zone and explore unknown things and ideas. Creativity is only stifled when an entire population decides to or is told to have a certain belief system where everything outside of that belief system is false or wicked (take your pick).

I do believe that creativity and exploration can only be held in check so long - we humans are curious creatures.

The strongest instinct in human beings may be the will to survive, but instead the drive to do what is familar. The quickest thing a people seem to learn is a rut, we seem to be masters of that. We each have our own comfort zone, and it is made out of the things we know best. It is strange, though, that a person will continue to do the same things over and over again, even when they aren't working.
Comfort zones are the inventor of mediocrity, and mediocrity is the inventor of boredom, and boredom is the killer of success and creativity.
Fear of the unknown is just our resistance to getting outside our comfort zones.

I think we each have our own limitations. I think those self-imposed limitations also change over our lifetime. Thankfully, there are many who have braved the unknown to give us the freedom, knowledge and technical advancement we enjoy in the 21st century. But if everyone were fearless to the point of recklessness, would anyone survive to enjoy these benefits?

Great question. I think people are afraid of the unknown because, in a way, they're afraid of themselves.
