the idea here is to NOT steal software, plus it would be faster for slower computers to not have to need photoshop.

That is not an adequate answer at all.

if you have Corel Draw then import the .psd image (photoshop image) into Corel Draw and export this image saving it as .jpg, .bmp, .gif etc.
You don't need photoshop for doing this.

I don't know if my answers is the exact answer to your problem but I try to recommand you some programs like an alternative to photoshop (that remain the best , it is true but very expensive)
Ones of very simples tools for photo retouching are Irfanview o Picassa
http://www.pack.google.com/ (google pack with other good programs )
If you wanrt only picassa go there
Othrer option he GIMP-more complex likely to Adobe Photoshop 5 -6
One of the best manual for GIMP can be download from here.
http://gimp-savvy.com/BOOK/
Other option intermediate between the this two
o photoplus6 desde
http://www.freeserifsoftware.com...
like in photoshop -you can use layers
And they have a good documentation
Require a free registration
All this programs are free
The droplets are normally edited for image Ready
Only the gimp permit you to have this kind of action in this programs its are called fu-scripts
