On a serious note:
A 'rhetorical' question is, by definition, an 'argumentative' question or simply a question posed in order to state one's opinion on a issue. For example, when someone asks "Why do people actually believe that humans evolved from apes?", they are really saying "I do not believe that humans evolved from apes." Of course, anyone with experience in debate can tell you that a rhetorical question is easily the weakest form of argument, as it gives no information or evidence to back up your argument, and it is usually unclear exactly what that argument is.
On a less serious note:
Are you really asking about people's motivation for posing rhetorical questions? Or are you just asking a rhetorical question about rhetorical questions to be funny? Because if you are, then why did I bother answering?!? (that would be a rhetorical question, aimed at a rhetorical question about rhetorical questions). :-/

I wouldn't say that most are rhetorical and if one didn't have a point of view when asking then choosing the best answer could prove more difficult. The problem is that while I have come across some very interesting questions many are just trite or even downright stupid!
