As a Who fan I think I remember that It was about a photo Pete Townshend saw of the Victorian actress Lily Langtree. Simple as that- well, it WAS sixties britpop!!!
I seem to remember there was a sub-plt to the song, though. A suggestion that he might have been doing "naughty things" whilst fantasising about Lily. .....
