If she gets a look on her face like she just sucked on a sour lemon or looks away in disgust, turns her head avoiding eye contact, it's a pretty good sign that you are persona non grata (not welcome).
If, instead, she smiles, touches her hair, averts her eyes only to look back and check you out without you noticing, she may have been flattered (or trying to figure out who the creep is that keeps looking at her).
After just walking by a woman and "checking her out" the other day, I turned to look over my shoulder and noticed her doing exactly the same thing.
I've gotten both the "Uh, my beer is warm -- oh a friend of mine just walked in" response ïn my life. And I've had the pleasure of exchanging glances, multiple surreptitious "checkouts" between myself and women.
But the surest sign that she's okay with it is a big warm smile.

Um- u can usually tell if she's flattered or creeped out!! If she has a look on her face like she wants to run to the nearest exit, then she's creeped out. If she smiles at ya and attempts to make eye contact, then she likes you--just don't be a stalker!

It's all in the smile you get back from her.
Mostly we are flattered. I've only been creeped out by guys who look like they are planning some sort of sexual assault, and there's nobody else around and a back alley handy.
My favourite is a cheeky "Yes I know I am perving at you, and there's nothing you can do about it" look, but this sends my husband into a homicidal rage at the man.

As a lady friend told me years back: a woman wants men to check her out, "to turn a head," but not to strip her. This is ironic, but women actually dress for other women, and for men to check them out. In response to your question: she acknowledges she is being watched as she approaches or is approached and if she finds you attractive she is flattered, if not you are a creep, BUT she doesn't want to be stripped.

You can usually tell by oour faces. If we smile or blush, then we're flattered. If we give you a disgusted look, or you see or body language is stiff, then we're creeped out.

This is fairly easy:
If she rolls her eyes or has a shocked look on her face and picks up her pace, she is creeped out.
If she smiles and/or slows down (so you can take a better look), she is flattered.

if she smiles at you and tucks her hair behind her ear, she is flattered. also, if she shifts herself to show off a little more, she is really into you, and at that point you should get your butt up and talk to her.
