depends on which government agency is doing the definig and for what purpose,it usually is not in your favor,you are too disabled to get job retraining from unemployment and not disabled enough to qualify for disability or social secuirty or to collect insurance claims

I fell from a 3rd story roof on my first and last roofing job.I broke my pelvis in 4 places,my left arm had snapped in 2,punctured my lung and rurtured my spleen.According to the government of canada I'm not considered disabled,because I can still move,and through my own therapy can walk almost normal.The hospital helped for the first year,and now I have to pay the government back because I tried to go back to work too soon,and was unable to do the work.I like my country,but what a load of crap huh?.

Not every disability is visible like those with obvious physical challenges (i.e. those confined to wheelchairs). There are invisible disabilities too, such as heart conditions or severe manic depression/bipolar or anxiety disorders or epilepsy.
You can't judge a book by its cover...likewise, just because someone looks whole and healthy on the outside, you cannot really know for certain what their physical and health limitations are.

You can't always tell. There's fakers and then there's those who are disabled but do more than they should. Also the definition of what "disabled" is varies state to state.
In California you have to be practically dead to get any compensation or on Social Security for a disability.

Disability is: the condition of being physically or mentally impaired, according to my dictionary. Whilst it is easy to spot a disability in an amputee, for example, other physical &/or mental disabilities might be harder to physically see. A drunk is disabled, & so is a proscribed drug user. Whilst the act of alcohol or drug abuse itself may also be described as a disabling illness. Why would you want to know? Take people for who they are, & not how they may seem to be.

You can't always tell by looking at them. They might have a heart condition or some other internal condition that qualifies them as "disabled."

the Doctor does that you are or your not. There are many kinds of disabilities.That doesn't mean cripple. There is also sight, hearing,mind or disease you can also work and get disability. They have many programs and training to help. you also get media care or Medicaid.
