Article II, Section 1 explains how the President of the United States is elected.
It has something about the Electoral College.
Is that a group of people and how does that work? If the electoral college chooses the president, then why is there the popular vote and how does that influence the outcome of the elections?

Please help! Very confused!

Popular Vote doesn't matter

Gore won the popular vote in 2000, but lost the election - it's the 2nd time in US history this has happened.

Each state has a certain number of electoral votes - based on their population - this is why California, Texas, Illinois, Ohio, New York, Florida, etc. are critical states. They have the most electoral votes -

Further, each state places all of its electoral votes toward only one candidate. You cannot split the electoral votes (a flaw I see in the system)

Electoral College is comprised of elected officials - technically, they can vote for whomever they choose (another flaw), but they typically choose the candidate with the most popular vote in their state

The electoral college is a relich of the pre-information age.

Imagine counting 2 million votes when the only way around was by horse. The college made the voting process simplie and was supposed to encourage campainging amoungst many states. However, now days, we have the ability to handle a direct vote and now days it's possible to be the president and only win about 10 states.

The electoral college is established in each state, according to the population of that state. When the presidential votes are totaled in the state then the people that are appointed to the electoral college cast their votes for the candidate that got the most votes.
