Gambling is not legal in NY state. Yet we have lotto, mega, scratch offs and the rest. Im not against it , but it goes to show you that any game(no pun intended) can be played with words. If Lotto is not gambling then anything can be rationalized. Thoughts?

Aye, that it is. But the lawmakers justify it by putting a percentage of the proceeds back into "the system." For example, here in Florida, much of our Lotto money goes into the public schools' funding each year.

Lotto and the other such games you mentions is most certainly gambling. Gambling, by definition is a game of chance.

Only certain types of gambling are illegal. It has to do with where the money comes from, where it goes, and the odds.

It's gambling, but it's not illegal since it is allowed by the laws of the state.
