It's kind of chilling how disrespectful she is of your money. Still, the standard advice works best: cut her off from it entirely, and make her get a job. It's hard to spend money if you're stuck behind a Starbucks counter all day.

It is a simple case of where does she get the money? When I was 17 the only money I had access to was the money I earned from working. That is just how it should be. If a kid isn't working then they don't need any money. It is time for her to grow up and start learning what it will be like in a few years when she has to make it on her own. Sure she will be upset but she needs to realize what you are doing is a far cry from how hard life will be when she is responsible for rent, food, insurance, and all that other stuff you have to figure out when your on your own.

First of all the problem is that you gave her all these things. She should have to learn the value of a dollar, before you give her any. Just a thought.
You have to teach her some financial responsiblity, which is deeper than just the taking away of her economic sources. Maybe you could help her find work, so she can learn how to manage her own money.
EDIT: You can't just tell her, "Get a job." Then you are skirting on responsibility too. Maybe some tips.
1. Help her build a resume
2. Tell her about jobs, and ask her what she wants out of life
It looks like she needs help probing the oppourtunities available to her.

Sounds like you have already started to control it by taking away the ATM/ credit cards. Refuse to support her for anything other than her daily necesseties. Tell her if she wants extras she must get a part-time job to earn the money to pay for them. It's always easier to spend someone else's money. She needs to grow up and realize how hard it is to earn that spending money.

tell her to get off her but and go find a job, she can't depend on her parents the rest of her life to constantly hand out money and you don't give her any kind of money what ever. in fact i would take a pair of scissors and cut up all credit cards and monitor the atm card very carefully

Sounds like that should keep her under control. Just make sure you keep your stuff secure, or you might find things "missing". I would hide her ATM cards and credit cards. If you have a safety deposit box at a bank, that might be a good place.

Make her get a job and pay you back for every dime she spent. At 17 the only thing you should still be paying for is room and board. Entertainment and shopping she should be working for herself to pay for.
