Super persuasion and ind control would be too powerful for him in that setting, but being able to confuse and befuddle people at will, or with a colorless odorless chemical he emitted would work well.
Oh, and the ability to suck the money from anyone, at a maximum rate of $1000 per hour, but only during normal business hours. Add 25% for any lump awards.
