When you add alkalinity to the pool you are adding sodium bicarbonate. This reacts with the other chemicals, chlorine and HCl in the pool, and changes the equilibrium. You need to be sure that you have adequate chlorine level - at least 5 ppm, before you add the alkalinity. In addition you usually have to add some acid with the alkalinity to keep the pH in the correct range. The efficiency of chlorine in killing bacteria and algae, is very dependent upon pH. If you shift that pH too far, it is the same thing as having no chlorine.
