Are you sure you're not thinking of the European Union emblem? It's based on the Greek myth of Europa (who the name Europe comes from, by the way), a mortal who rode Zeus when he had transformed himself into a bull. The stars represent the nations of the EU, but I'm not sure about the time analogy.
