The constitution states that
Idiot and insane persons are prohibited from voting.
so there is your answer, now how do you interpret it.
I come up with the fact that the whole world is insane so noone
should be allowed to vote.

Yes it is legal, repuglicans vote in every election. It might be wrong but it is legal.
