From I have heard and read the cleanest place is Malaysia or Singapore.

When I was in Switzerland I was impressed with how clean it was there. Germany and the Netherlands were also very clean. Most of the Latin countries of Europe were very dirty as well as Russia. I was most surprised by the Baltic nation of Latvia. I expected something like Russia but found it to be very clean. As far as the cleanest I have to go with Switzerland

I would say Singapore. Japan is close, but you don't want to know what you will you will find in some of the back alleys in say..Kabukicho.
