Silver cleaners can be expensive, but they work. Any brand of toothpaste works well too, rub a small amount on and then rinse with water and polish with a dry, soft cloth, like cotton t-shirt material.
* A key in silver polishing is to rub firmly for more shine.
Another hint: After polishing, store jewelry or silverware in an airtight container or zip-lock plastic bag. The black you see on it is called Oxidation, from the air. Polishing is inevidable, but this way its not unending.
Good Luck!

Stop Polishing Silverware -

To quickly clean tarnished silverware, line an pan with aluminum foil, shiny side up. Place your silverware in the pan. Sprinkle with baking soda, then add boiling water. Allow to soak for a minute or two, then add cooler water to remove the pieces without burning your hands. Rinse with warm water and dry immediately. Presto...clean and shiny without all the work!
