Ask some of her friends if she has told them what she would like to do for her birthday, if you can.
Listen to her when she's talking, and you can pick up hints from her.
Does she like bowling or skating? Have her party at the bowling alley or skating rink.
Or, purchase some gift certificates to your local movie theater or talk to the theater about holding a birthday party for one of the movies. Most 13 year olds love to go to the movies with thier friends. And having the whole room to themselves would be so cool! Some theaters will host a party, show one movie and include a drink and popcorn and/or candy. You can opt to have cake & ice cream at home later, with just the family. Movies last about two hours and that is generally how long a party should last. Exchange gifts either before or after the movie.
This is the party I am planning for my daughter for her 16th birthday in December. She wants to have several friends over for a sleep-over, but our home is very small. So, as a suprise, She's getting a Movie Party!

I am thirteen now, and I think it would be fun for any thirteen year old to have a birthday party in a hotel. You would obviously only invite girls, but you could stay up late, go swimming in the pool, etc. One of my friends had her b-day party in a hotel that was connected to a water park. It was awesome. If she wanted to invite boys, then you could have a regular b-day party at your house, then when the boys left, you could take all the girls to the hotel to have a sleepover. Hope I helped!

It's a bummer having a birthday in the cold weather. How about renting one of the indoor pools at one of the local motels for a few hours?

Have her birthday party have a special kind of theme to it. Sort of like a costume party...maybe like the Moulin Rouge or Scarface, I am sure you get the idea. Or have the theme be something that she likes.

i had my 13th b-day party at a waterpark..i had alot of fun.after the water park we went to the arcade and then after that we went back to my house and then to dairyqueen..then after that we came bak home and had a sleepover, and be sure to hav tuns of movies rented..it was so much fun..and be sure to sing happy b-day in a public place, so other people can join in..i had the best time..even if it did cost my mom a fortune..and rent her a limo to be dropped off at the waterpark at...i wud hav gotten it but my bro was bein jelous bcuz i always get the "good" birthdays..but i hope it works out...good luck hun..luv ya!!

depends if u hav a hi budget or low!
High: buy a hotel room(s) for the night and let them do what they want! If you trust her than invite boys! She'll like that even more! But only if you trust her!

well u could rent out a ballroom or somethin and hire a dj and have her a boy/gurl dance party w lots food. or you could have like a cookout party w/a pool.
