If it is a case of your hard drive breaking because it was spinning wrong, and not because of electrical issues, then you may want to try freezing your hard drive. This makes the parts more compact, so if anything is stuck, it may be put back in place. Place the hard drive in the freezer in a ziplock bag, to prevent condesation, for a day or more. Immediately install the drive and boot up. If it worked, you've got up to a half hour of runtime to backup your files before it'll give out. If it didn't work, then you're SOL and must either pay someone to recover your data, get lucky doing it yourself, or mourn and forget about it.

I agree with Pobept -- if the drive doesn't spin anymore you'll have to take it to a data recovery specialist. Be forewarned that they can be very expensive ($700 or more from a good place), so, you'll have to ask yourself how much those pictures are worth to you.

if you mean not turning as in the platters are not turning due to the fact that the motor died - you are SOL.
since you are SOL you could try to dismantle it and put the platters into another exact same hard drive( you will have removed the platters from that one as well). or just if really good replace the motor (same exact hard drive again).
