The route-step of the military is 4.5 mph. A civilian would be somewhat less because of a lack of discipline and physical conditioning. I would guess that the "average" person--assuming a population of nothing but civilians--would be on the order of 3 mph and not more than 4 mph.

I walk about 3 miles/hour leisurely. If I'm in a hurry, I can do 4 or 5 miles/hour.
