I'm coming up with something even earlier: From Marsdaily:

The next spacecraft scheduled for a mission to the red planet, the Phoenix Mars Lander, is beginning a new phase of development in preparation for its launch in August 2007, project officials said Wednesday.

From The Planetary Society (the largest non-profit, non-governmental space advocacy group on Earth)

"Phoenix is a robotic lander designed to search for signs of water on Mars. It will land in the high northern latitudes of Mars. Images of the area taken from orbit by the Mars Odyssey spacecraft indicate the presence of near-surface ice in this region. To get to that ice, Phoenix will be equipped with, among other things, a robotic arm capable of digging deep into the Martian soil.

Lots of links online under "Phoenix Mars". Cool stuff!!
