Some people care. Some people care more than others.
But here's the tricky thing... there are no selfless acts, everything done is done for selfish reasons. For a person to care about another, they have to see the selfish value in caring for another, and that is a tricky paradox to grasp.
It sounds like you don't see enough caring going on. All you can do is lead by doing.

it's like caue and effect... when one person stops caring then, that makes the other person stop caring and so on and so forth. But there are some people left in this world that care about each other, for example Oprah

Because another national disaster hasn't happened yet.
Do you notice that people start caring about others when something bad happens..otherwise they could care less what is going on with anyone else.

People only care about a vicitm when they can identify with him/her. That's why we had the world on our side on 9/11.
But, when we are made to believe the victim is different from us, or somehow subhuman, we cannot identify with that victim and we become cavalier as to his/her fate.
