This has to do with a song that has some lyrics in it that I may or maynot have correct.

"it has "sidewalk santa"

"it's a magical or beautiful morning and children laughing , Merry Christmas and a Happy New Year"

then there is a lot of "la, la, la la, la, la , la"

I know also that in the beginning there sounds like a crowd conversing with each other. It is an upbeat song nothing sappy at all and I know it is not Silver Bells.

any idea on what the Christmas song this could be. It is at least a decade old. Thanks for looking even if you can not help :)

You may be thinking of the 98 Degrees song "If every day could be christmas":
If everyday could be Christmas
What a wonderful world it would be
We could carry this feeling within us
All through the years
If everyday could be Christmas

Christmas lights up the city
Rooftops covered in snow
Lovers sharing a sleigh ride cuddled close
And their eyes seem to glow

Window shopping on Main Street (ooh)
Bundled up head to toe, whoa (ooh)
Children ice skatin 'round the Christmas tree
I see smiles, young and old oh

Chorus

Church bells ring in the distance
Peace on Earth is the air (oh oh oh)
Sidewalk Santa is handing out candy canes
I feel love (I feel love) everywhere (everywhere)

Chorus

It's the time we open up and hear from our hearts
Let love shine, brighter
Than any star!

Chorus (3x)

If everyday could be Christmas
