You need to get the license after you purchase the business. Check on city, county and state licenses.....
You also need to know a little more about businesses and what the owner is responsible for. There could be excise tax involved, quarterly taxes and yearly reports that must be filed.
Contact your local S.C.O.R.E office under Small business administration.

You don't to buy it just to operate it. you will need one to get a checking account in most cases. Check with your city, there may be penalties if you operate for a certain amount of time without one.
A lot of cities (like LA) give you a grace period for small businesses. If you get your license before you start your business the fee is excused for up to 3 years.
