Only if the owner complains. Copy a top-ten book and you'll likely get sued.

Copy a copyrighted 1987 article from People magazine and most likely you'll be just fine.

The rule of thumb needs to be this:

If the person or group who created the work and/or owns the rights to it does not get a piece of the purchase price, then the transaction and the use of the work are illegal

If you knew or suspected it was pirated prior to the purchase, then yes, it's illegal. It's no different if you made the copy yourself.

Weeeellllll, you are asking if it's legal to watch "illegal video", so I suppose the question's sort of nonsensical, but, as Judith R said, it depends on where you live. It also depends on your definition of "illegal video". Recorded audio or video (home-made VHS or DVD recordings of TV shows or films) are legal in most countries (it was only made legal last month here in Australia, in fact), but it really comes back to two factors: definition and location.
