I don't like to admit this, but it means Fully Aware and Briefed.
How sad i should know that

It actually did not stand for anything but short for Fabulous, then it was changed and used to say Fully Advised and Briefed. It was later changed to PWOR which stands for Proceeding With Orders Received.
