The design is not bad, but why would you use the web updates page as an entry page? You need to use an entry page that better describes the organization and its goals. Get rid of the frames, there are better ways to accomplish a sidebar.

It seems sturdy, yet that internet site is in simple terms too crammed. I would do a few changes to the main page, such as changing the background color, and probably put a bigger picture. The rest was OK.
