You should go to the Microsoft website and download additional language packs. You can do so by going to

On XP: Go to the regional and language options of the control panel.--> Go to the languages tab and check 'Install files for East Asian Languages.' Then go to the Advanced tab and scroll down the list of languages and check any that say 'Japanese.' You might need to reset the computer after these changes, but it should work, If it still doesn't: In internet explorer, access the 'view' drop-down and highlight the encoding option. There should be a menu where you can select japanse and the web page will refresh.

First, you should use WinXP and set up Japanese characters set (in Regional Settings). Then download Language pack for Japanese. May be you should change page encoding (and) select the suitable code for Japanese Language.

Under Tools on the menu bar select Internet Options then left click on Languages.
Add Japanese [ja].
You may have to restart Internet Explorer.
Go to http://www.japanese-online.com/ to test it out.
