I do. First, get some web space if you don't already have some (many isp's will give you a little). Then, learn some HTML. Do your coding in Notepad, saving it as *.html. Then, you need a program like FTP Navigator, that will allow you to upload your *.html files to your webspace. Its not all that hard- I've figured this out on my own (and my web site is proof im no pro). Just Google the above mentioned things if you don't know what I mean.

Geocities just sign in is kinda private wont take you to alot of blogs but I think yahoo wants to keep every thing at home so if you do you may not be able to link to other not sites but,mmmm just read terms of service really good because I am real happy with it you can load any thing but I got in trouble when I linked out side o Yahoo. maybe wrong I am just learning.

web page designing can be done inmany ways,if yu know html or asp yu can do that,if yu want a package try yahoo sitebuilder or macromedia dreamwaver,i prefer m-dreamwaver.if yu want to host the webpage,yu must buy a space and a domain name.

I would reccommend that you use Tripod. They have some decent layouts that you just fill in the blanks basically and can look good for a first website.

Use Front page. It is easy. You can also use any MS software and save as html.

for Designing there are many programs like front page, dreamweaver, asp.net.

for publishing these sites there are many free sites like tripod, geocities.
